Session 115, Step 18: Unify list history and arrow-key navigation
- AIM-2002 Add Up/Down arrow list navigation shortcuts
- AIM-2003 Add Left/Right arrow shortcuts for list history navigation

Outcome:
AIM-2002 now uses the shared filter highlight for tentative row navigation across all three lists. AIM-2003 now previews history targets with plain Left/Right and loads the target detail with Ctrl+Left/Right.

- AIM-2945 Show loading overlay for stale Wf S1 session issue lists

Outcome:
Implemented AIM-2945 by consolidating Wf S1 overlay timing around the complete issue-list render, including asynchronous detail loading and session-switch guards.
