Direct session 33, Step 1: Consolidate issues detail panel tabs; migrate SSIResultText to IssueNote; add navigation buttons.
- Don't render empty data-sort-after attribute on issue list items
- Add IssueNoteType column to IssueNote table
- Add SSIResultNoteId column and rename SSINoteId to SSINoteTestId in SessionStepIssue
- SQL migration script: migrate SSIResultText to IssueNote and drop column
- Update output JSON processing to save result as IssueNote type 1 linked to SSIResultNoteId
- Consolidate Description, Outcome and Notes into single tab
- Issues detail panel improvements: consolidated tabs, schema changes, and navigation
- Add prev/next issue navigation buttons to detail panel
